Headley deposition day four: "Ishrat Jahan was an Lashkar operative"


Mumbai: After a day's break yesterday due to a technical snag in the video conferencing link, 26/11 terror attack convict David Coleman Headley's deposition continues today.
Due to yesterday's break, extra time will be allocated for the hearing today.

"Ishrat Jahan was an Lashkar operative"
David Coleman Headley, one of the prime accused in the 26/11 terror attack on Mumbai, told a special Mumbai court on Thursday that Ishrat Jahan, the 19-year-old girl who was killed in an alleged 'fake encounter' in 2004, was affiliated to the Lashkar-e-Taiba (LeT).

While deposing before the court via video link from an undisclosed spot in the United States, Headley said that there was a women's wing in the LeT.
Deposing before the court, Headley claimed that the mastermind of the 2008 Mumbai attack, Zakiur Rehman Lakhvi told him about a botched up operation of Muzammil in India.

"The operation was about shooting the police at some naka. One woman LeT named Ishrat Jahan was involved. Muzammil Bhatt was the head of our group before Sajid Mir," he told the court.
He, however, denied the involvement of any woman suicide bomber in the LeT but later named Ishrat Jahan as an LeT operative.

"Those who were doing politics on her name and calling her martyr has got startling revelation today. After the encounter many leaders used to call her innocent and some were calling her Bihar's daughter. Today after Headley's statement those minister who had said it should take back their statements," BJP leader Shahnawaz Hussain told ANI here.

How terror funds went from LeT, ISI to India
Continuing his deposition via video-conferencing from a US jail before Special TADA Court Judge G.A. Sanap, Headley said that the funds came through both Major Iqbal of Pakistan's Inter Service Intelligence and his main contact in LeT Sajid Mir, besides his LeT associate, medico Tahawwur Rana, currently undergoing a 14-year jail in the US
Rana had given an amount of around Rs.67,605 in October 2006, followed by $500 the next month (November 2006), another Rs.17,636 that month-end, and in December 2006, $1,000.
Besides, Headley said he had received $25,000 before he left for India, another Pakistani Rs.40,000 from Sajid Mir and Indian Rs.2000 from Major Iqbal that year, in January 2008, LeT's Major Pasha gave Rs.80,000 while Major Iqbal gave another Rs.1,500.
During questioning by Special Public Prosecutor Ujjwal Nikam, he said on one or two occasions, Major Iqbal had also given him counterfeit currency notes.
Headley said Rana had visited Mumbai before the 26/11 terror attacks and was advised to leave for his own safety before they were actually executed.
With this funding, Headley said, he opened an office in south Mumbai's Tardeo area on September 14, 2006 and the following month, on October 12, 2006, he even applied to Reserve Bank of India for permission to open a business account.
Interestingly, his visa consultant in Chicago, Raymond Sanders - who had earlier assisted him in procuring an Indian visa with false information - also helped him in the RBI formality, but the country's apex bank rejected the application on June 1, 2007.
In January 2007, hoping to launch a business in India, Headley had hired an office in Tardeo A/C Market for Rs.13,500 per month and named his landlord as Vora and Maroo Bharucha who was his secretary at the office.
The opening of office and application to open a business bank account were in consonance with the earlier plans by his handlers who wanted him to start a business in India.

RBI had rejected Headley's application to open business account
 The Reserve Bank of India had rejected an application by Lashkar-e-Taiba (LeT) terrorist-turned-approver David Coleman Headley seeking clearance to open a business account in June 2007, a Mumbai special court was informed on Thursday.

Headley is deposing before a Special Mumbai Court in 2008 Mumbai terror attacks case, from an undisclosed location in the US.
During the last two days of deposition, Headley revealed several names in Pakistani Army and the ISI who are working closely with terror outfits Lashkar-e-Taiba (LeT) and Jamat-ul-Dawa (JuD) to carry out attacks in India.
He informed about the ISI giving moral, financial and military support to the LeT and gave a detailed plan of modus operandi behind the 26/11 Mumbai terror attacks.

ON NATIONAL DEWORMING DAY TODAY

Ministry of Health and Family Welfare launches 'National Deworming Day'


New Delhi, Feb 9 : The Ministry of Health and Family Welfare today launched the first 'National Deworming Day'-a massive school-based deworming effort in twelve states scheduled for Feb 10.

Jagat Prakash Nadda, Union Minister for Health and Family Welfare inaugurated the national program, in Jaipur, Rajasthan, together with Rajasthan Chief Minister Vasundhara Raje and Rajendra Rathore, Minister for Health and Family Welfare, Government of Rajasthan, in the presence of senior officials from the Central and State Government.

National Deworming Day is a groundbreaking initiative focused on reducing the threat of parasitic worm infections, a widespread health issue affecting over 241 million children in India alone. 


India has the highest burden of soil-transmitted helminths--parasitic worms--in the world. Parasitic worms in children interfere with nutrient uptake, and can contribute to anemia, malnourishment, and impaired mental and physical development. 

According to the 2012 report 'Children in India', published by the Ministry of Statistics and Programme Implementation, Govt. of India, 48pc of children under the age of 5 years are stunted and 19.8pc are wasted, indicating that half of the country's children are malnourished.

Jagat Prakash Nadda said, "The early years of a child are the most critical and significant. I am confident that if the comprehensive set of actions identified in National Deworming Day Guidelines is fully implemented, children will have improved health outcomes and be able to achieve their potential to the fullest."

Mass, school-based deworming is safe, cost-effective, and can scale to millions of schools quickly. Deworming has been shown to reduce absenteeism in schools, improve learning outcomes, and increase the likelihood of higher wage jobs later in life. The timely, high quality, mass-based deworming programme for children of pre-school and school age children in India will dramatically reduce the harm caused by parasitic worm infections in millions of children in India. The Government of India is launching a fixed one-day school-based program to ensure intensive deworming coverage and targeted outreach. Community mobilization efforts are also undertaken to engage community-based health workers and other local institutions.

Albendazole was orally administered to pre-school and school-going children ages 1-19 years in government schools and anganwadi centres across the states of Assam, Bihar, Chhattisgarh, Dadra and Nagar Haveli, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Tamil Nadu and Tripura. The National Deworming Day campaign treated an initial 140 million children at risk for parasitic worms in schools and anganwadi centres with schoolteachers and anganwadi workers administering the drugs. In line with any mass-based public health initiative, stringent adverse event protocols are put in place with teachers, anganwadi workers, health officials trained to respond as needed.

Priya Jha, Director of India Programs for Evidence Action's Deworm the World Initiative said, "Periodic deworming of children together with improved water, sanitation and health education, can significantly reduce the prevalence and detrimental health impacts of parasitic worms in children."

Evidence Action is the technical partner to the Government of India for National Deworming Day. Evidence Action currently works with state governments in Delhi, Bihar, Rajasthan, and Madhya Pradesh, supporting the roll-out of National Deworming Day. In the last school year 2013/14, 30 million children were dewormed with Evidence Action's technical support. Evidence Action works around the world to rapidly scale up national school-based deworming programs.

Over 40% living with HIV in India are women 

In what could pose a significant challenge for India to meet its ambitious target of ending AIDS by 2030, women continue to account for more than 40% of people living with HIV infection in the country. The share of women is crucial because of risk of transmission from pregnant women, uneducated and unaware women as well as among vulnerable groups including sex workers

The latest HIV estimates by the government shows a 66% decline in new HIV cases in last five years with India recording an average of 86,000 new infections in 2015.


The total number of people living with HIV is estimated at 21.17 lakh in 2015 compared with 22.26 lakh in 2007. While two-fifth of the total HIV infections are among women, children under 15 years of age accounted for 6.54% of the total cases.


According to Nochiketa Mohanty, country programme manager, AIDS Healthcare Foundation, while there are programmes to prevent parent-to-child transmission of the virus, there is greater need to focus on women. "There is huge need to ramp up education and awarnessness about HIV infection among women besides upgrading the social status of women in order to empower her to make choices related to her sexual partner," Mohanty said.

तीन बड़े दवा निगम इस इन्सुलिन बाज़ार को कब्जाए हुए है। जबकि डायबिटीज़ भले एशेंशिअल मेडिसन की केटेगरी में आती है लेकिन  इसकी सहज सुलभ अफोर्डेबल दामों पर उपलब्धता सरकारों की प्राथमिकता में नहीं है। 


हमारा ऐसा मानना है मधुमेह कल भी सब बीमारियों की अम्मा थी आज भी है और आइन्दा भी रहेगी। पूरे परिवार का रोग बन जाता है मधेमह क्योंकि इसका पेचिलापन रोग के पुराना पड़  जाने पर पूरे परिवार को ही भुगतना पड़ता है।

 Yearly spend on diabetes is Rs 1.5 lakh crore, rising by 30% per annumNEW DELHI: The annual spend on account of diabetes treatment in India is pegged at Rs 1.5 lakh crore, 4.7 times the Centre's allocation of Rs 32,000 crore on health and three-fourth of the budgeted service tax collections this fiscal, with experts saying that the cost of treatment of the disease is rising by 20-30% every year.


A study by Lancet has expressed concern over the rising cost of insulin, making it virtually unaffordable for a large chunk of patients globally with India, known as the diabetes capital of the world, accounting for 60 million of them.

The economic burden of diabetes is high in the country as most patients pay outof-pocket, and due to lack of medical reimbursement. While diabetes rate has increased by around 45% globally, it has jumped 123% in India between 1990 and 2013, according to the Institute for Health Metrics and Evaluation at the University of Washington.

The cost of diabetes care, including direct as well as indirect costs as loss of production, was pegged at Rs 1.5 lakh crore in 2010 and has been rising significantly over the years. Pointing at rising costs, fewer generic developments, limited competition and huge mark-ups by pharmaceutical companies in the insulin space, the Lancet study says, "Substantial attention has been given to the issue of access to medicines for communicable diseases; however, access to essential medicines for diabetes, especially insulin, has had insufficient focus."

Highlighting the factors affecting affordability, the study says one possible explanation is the market domination by three multinational companies, which control 99% of the global insulin market in terms of value and 96% in terms of volume.

Insulin is used by all people with Type 1 diabetes and up to a quarter of those with Type 2 disease to control blood sugar and regulate metabolism.

In India, most of the insulin that is used is imported. Doctors say hike in prices of insulin is also largely driven by its indiscriminate use by doctors, apart from active promotion of newer first-line insulin by various pharmaceutical companies.

10 year old girl wrote dad beating her and mom in school essay. A small essay of a 10- year old girl showed her painful journey in Kolkata. When a teacher of a school in Salt Lake asked the class V student to write an essay on "My Family", she had no idea what will come as a shock from that calm kid. The suppressed girl wrote "My dad is a bad man. He beats my mom regularly. Mom and I cry every night. No one cares for us. Even our uncles have turned a deaf ear for us. Dad beats me also. This is my family." - 

That was not all but later she wrote what she will do after growing up "When I will grow up, I will take my mother far away from my dad." That hurtful essay shocked the teacher who discussed the matter of the girl going through such severe situation with the principal of the school. They later consulted the school counselor and her parents were contacted. - 


After the sessions of counseling them, the parents were advised to live separately unless the father changes his behavior and girl starts respecting her father again. Some may think that the essay was written by a small kid only and takes it as childish but is it not serious? For how long we will ignore the harassment a child facing at home? Whether it is a physical or mental situation, but both affects the kids severely on which we put our blind eyes.
The parental consultant, Payel Ghosh added that at least the kid got good and comfortable environment in the school where she did not hesitate to share it through her writing. But the level of conflicts emerge in the mindset of a child, becomes unable to understand for the society due to the complexity.

It also creates serious physical and emotional problems among children which becomes difficult for a child to explain. Physical health outcomes are injuries, headaches, permanent disability, asthma, irritable bowel syndrome, self-injurious behavior like smoking, unprotected sex; and mental health effects can be depression, fear, anxiety, low self-esteem, sexual dysfunction, eating disorders, obsessive-compulsive disorder, or post traumatic stress disorder.

It may cause fatal disorders such as suicide, homicide, maternal mortality, or even HIV/AIDS. People are facing such issues every now and then but they are least concerned about it. The daily coming news from almost every corner of the country- rural areas to urban and metropolitan cities is showing that the domestic violence on a child is happening everywhere. In fact, this type of domestic violence against children is second most reported and against women is the most reported cases in the country. But the question arises what are doing for removing this evil. The problem is it is a common issue but not even commonly discussed among different peer groups in our Indian society.

प्रसंगवश मुझे एक मर्तबा का किस्सा याद आ जाता है :बिटिया बड़ी तब हरियाणा के एक सरकारी  स्कूल में नौवीं कक्षा में पढ़ती थी। इन विद्यालयों में पानी की टंकी का रखरखाव कैसा होता होगा इस पर विशेष जोर दिमाग पे डालके सोचने की ज़रूरत  नहीं है।

बस बच्ची ने टंकी के पानी से मुंह धोया था कहीं आँख में दो चार छींटे भी मार लिए। बस एक कीड़ा जो टंकी  के पानी में था आँख की राह हो लिया। कीड़ा तो रुमाल की कौर से सावधानी पूर्वक निकाल दिया गया लेकिन बिटिया का दर्द से छटपटाना जारी रहा। 

उन दिनों में रोहतक में पोस्टिड था। मेडिकल कॉलिज के नेत्रविभाग में जांच करवाने के बाद कीड़े का बचा खुचा अंश नेत्रचिकित्साक ने निकालके दिखलाया। तब जाकर बच्ची को चैन आया। साथ में हमारी भी जान में जान आई।

A three -year-old Navi Mumbai kid had to undergo six  procedures after a caterpillar fell right into her eye while she was playing in a garden. Over the course of months, doctors removed around 200 strands of sharp caterpillar hair from Vedika Sandecha's right eye.

Vedika was holidaying at her grandmother's house in Karad when one afternoon the fuzzy insect dropped into her eye, instantly causing a stinging pain, pricking sensation, irritation and redness. While she managed to remove the insect instantly, the sharp barbs got lodged in the soft tissues and membranes of the eye.

Her father Vijay said that they rushed her to a local doctor who immediately removed 50-60 strands in a surgery that was carried out under anaesthesia. The irritation persisted though.

"She kept on rubbing her eye. And the watering refused to stop. After a point, she was scared to open both her eyes," said the father. They brought the child to Mumbai, where she underwent four procedures at Fortis Hospital in Mulund after the initial two in Karad.

Initially, the child wouldn't even allow the doctors to carry out examination. Consultant ophthalmic surgeon Dr Girija Suresh said that the examination had to be carried under anaesthesia. 

"Foreign bodies like stiff caterpillar hair, which are not visible to the naked eyes, have a tendency to get lodged deep inside the eye. It can cause a lot of agony to the patient, more so if the patient is a child," she said.

Girija added that the girl had visible rough scratches on the surface of the cornea, caused by continuous friction with the caterpillar hair. Even after two procedures, she had about 25-30 strands of hair stuck to her lower eyelid and about 8-10 in the upper one.


"The condition caused by caterpillar hair in eyes is called Caterpillar Hair Induced Ophthalmitis, which is inflammation of eyes caused due to friction with the hair strands. It is not reported very frequently. The treatment for this condition involves removal of hair meticulously with the help of operating microscope and fine forceps," said Girija.


The doctor said that if left untreated, scratches could lead to an infection. The girl's father said that Vedika has normal vision now.

A three -year-old Navi Mumbai kid had to undergo six  procedures after a caterpillar fell right into her eye while she was playing in a garden. Over the course of months, doctors removed around 200 strands of sharp caterpillar hair from Vedika Sandecha's right eye.


Vedika was holidaying at her grandmother's house in Karad when one afternoon the fuzzy insect dropped into her eye, instantly causing a stinging pain, pricking sensation, irritation and redness. While she managed to remove the insect instantly, the sharp barbs got lodged in the soft tissues and membranes of the eye.

Her father Vijay said that they rushed her to a local doctor who immediately removed 50-60 strands in a surgery that was carried out under anaesthesia. The irritation persisted though.

"She kept on rubbing her eye. And the watering refused to stop. After a point, she was scared to open both her eyes," said the father. They brought the child to Mumbai, where she underwent four procedures at Fortis Hospital in Mulund after the initial two in Karad.

Initially, the child wouldn't even allow the doctors to carry out examination. Consultant ophthalmic surgeon Dr Girija Suresh said that the examination had to be carried under anaesthesia. 

"Foreign bodies like stiff caterpillar hair, which are not visible to the naked eyes, have a tendency to get lodged deep inside the eye. It can cause a lot of agony to the patient, more so if the patient is a child," she said.

प्रसंगवश मुझे एक मर्तबा का किस्सा याद आ जाता है :बिटिया बड़ी तब हरियाणा के एक सरकारी  स्कूल में नौवीं कक्षा में पढ़ती थी। इन विद्यालयों में पानी की टंकी का रखरखाव कैसा होता होगा इस पर विशेष जोर दिमाग पे डालके सोचने की ज़रूरत  नहीं है।

बस बच्ची ने टंकी के पानी से मुंह धोया था कहीं आँख में दो चार छींटे भी मार लिए। बस एक कीड़ा जो टंकी  के पानी में था आँख की राह हो लिया। कीड़ा तो रुमाल की कौर से सावधानी पूर्वक निकाल दिया गया लेकिन बिटिया का दर्द से छटपटाना जारी रहा। 

उन दिनों में रोहतक में पोस्टिड था। मेडिकल कॉलिज के नेत्रविभाग में जांच करवाने के बाद कीड़े का बचा खुचा अंश नेत्रचिकित्साक ने निकालके दिखलाया। तब जाकर बच्ची को चैन आया। साथ में हमारी भी जान में जान आई।
